Upon Arrival

Incoming people are encouraged to stop at the visitor’s center for information and directions. All vehicles will be stopped. Drivers will be asked to present a copy of their orders, a valid driver’s license or military ID card to obtain passes.

The gate guard can provide directions to the 24-hour central arrival point at the Crow Creek Inn, Building 216. This office will assist in contacting sponsors.

After checking in at the central arrival point, members should report to their unit orderly room and the customer service section in the military personnel flight, Building 1284, located on Saber Road.

In-processing begins at 9 a.m. Tuesdays in Building 1284. All in-processing appointments must be scheduled through the MPF personnel employment element. The unit CSS will help coordinate a time and date with the MPF for in-processing. Records must be turned in one day prior to the in-processing date. During in-processing, a schedule of briefings is provided. Customer service hours are from 8 a.m. to 4 p.m. weekdays. For more information call customer service at (307) 773-1845.

Location

Francis E. Warren AFB, Cheyenne, Wyo., is easy to find. The base sits on the western edge of the city of Cheyenne, which is located in southeast Wyoming, and is about nine miles north of the Colorado border and just off of Interstate 25, Exit 11, in Cheyenne. The base and town are roughly two hours north of Denver, Colo., and nine to 10 hours from Salt Lake City, Utah or Omaha, Neb.

Interstates 80 and 25 intersect about three miles south of the main gate. If a sponsor isn’t at the Cheyenne Municipal Airport during duty hours, call the command post at (307) 773-3921 to have them contact a sponsor. The base is only five to 10 minutes away and a commercial cab is available. Save the receipt since the taxi fare is reimbursable at in-processing.

Climate

Cheyenne, located near the Front Range of the Rocky Mountains and on the high plains, has four distinct seasons and, at times, rapidly changing weather conditions. Located in a fairly dry region of the country, the base receives about 14 inches of moisture per year in the form of rain or snowmelt and has an average winter snowfall of 52 inches. Snowfall is common nine months out of the year due to the high plains environment (more than 6,000 feet above sea level.) The first snowfall of the season typically occurs in late September and the last snowfall occurs in May.

Winter months are usually dry and windy with wind gusts commonly more than 50 mph. Blowing and drifting snow create particularly hazardous conditions for winter travel. All of the major highways leading through Cheyenne occasionally close due to severe winter weather. Average winter temperatures range from the 30s during the day to teens overnight. Cold snaps that can plunge temperatures and wind chills below zero are typically short lived.

Spring and summer seasons are the wettest times of the year with more than two inches of moisture per month from April to July. Severe thunderstorms occur in the late spring to summer months and can result in flash flooding conditions, large hail and even occasional tornadoes. The peak of the tornado season along the Front Range is June while the greatest flash flooding potential exists in July and August. Average summer temperatures are pleasant, due in part to the low humidity, with most days in the low 80s for highs and 50s for overnight lows.

The bottom line is the weather in Cheyenne can and will change rapidly, no matter what the season. Always be prepared.

Base Housing & Dormitories

Housing - On Base

The base has five distinct housing areas. The most unusual are the 156 “historic bricks” built between 1885 and 1933. These have placed Warren on the national historic preservation list. Among the largest are the expansive senior officer homes. The officer bricks start at 2,500 square feet and most include oak floors and fireplaces. Sergeant’s Row bricks are reserved for junior NCOs. Carlin Heights, built in 1987, has 265 two-, three- and four-bedroom units in duplex, triplex and fourplex layouts. Carlin Heights’ homes range from 1,000 to 1,500 square feet and are located near the commissary/BX complex.

Capehart/MCP homes were built in the 1960s and are located near the medical clinic and the youth center. Capehart has 100 three- and four-bedroom homes with basements. They average 1,200 square feet. The MCP homes for junior NCOs are fourplex units with 1,200 square feet plus a basement. MCP homes for senior NCOs are three- and four-bedroom units with approximately 1,300 square feet plus a basement.

The Atlas housing areas, located to the East and West of Capehart/MCP were completed in the summer of 2000. There are 210 one-and two-story 1200 square feet three-bedroom Junior NCO units.

Housing - Off Base

The housing referral office is located in Building 306, 10th Cavalry Rd. Regulations require a visit to the referral office before renting or buying off-base housing. The housing office can provide information on accessing the Air Forces newest housing referral service “AHRN”. The Automated Housing Referral Network allows interested authorized members to access rental listings and “For Sale By Owner” listings via internet. This service can be accessed by anyone with a military email address from anywhere in CONUS. The housing referral office can also provide maps of F.E. Warren and the city of Cheyenne, information about schools, landlord/tenant laws, a copy of a military rental clause and any sanctions against local landlords.

Although Warren is located next to Cheyenne, off-base housing is not abundant. Large families can expect some difficulty in finding rentals. The majority of apartments are one and two bedroom units and single-family rental homes are fairly expensive.

F.E. Warren has no government mobile home facilities, but there are several mobile home parks in the Cheyenne area. It’s advisable to obtain a mobile home space before moving a mobile home. Rent for mobile home lots range from $250.00 to $350.00 per month.

Pets can severely limit rental options, as few local landlords allow them. If a landlord accepts pets, you will most likely be required to pay a non-refundable deposit.

Persons interested in purchasing a home in Cheyenne will find a fair selection in most areas of the city. The estimated cost of a three-bedroom home averages $125,000 to $175,000, depending on location, structure and design.

Dormitories

Warren is at the forefront of installations in upgrading the quality of life for our 776 Airmen living in the dormitories. Six of 14 dormitories have been renovated to a 1 1 configuration, which offers residents a private room with a shared bathroom and kitchen.

Current dormitory policy is to provide all dorm residents with a private room. Single service members in the grades of E-4 or above with over three years of active service are authorized “BAH” Basic Allowance for Housing and may live off base. Single Airmen E-4 and below who wish to live off base are put on the BAH waiting list, which is prioritized by rank and date of service.

Airman and Family Readiness Center (A&FRC)

The loan closet is operated by Family Services and located within the A&FRC and supports newly arrived personnel by providing small appliances and minor household items until members’ household goods shipment arrives. Most items may be borrowed for up to 30 days. Electronic items such as microwaves, TVs/VCRs and vacuums are loaned for seven days with two possible renewals.

A&FRC also provides welcome packages that include information covering the installation and the Cheyenne area through Right Start and the First Term Airman Center. A&FRC is located at 7601 Randall Avenue, Building 207. Operating hours for the loan closet are from 10 a.m. to 2 p.m., Monday through Friday and hours for the center are Monday through Friday from 7:30 a.m. to 4:30 p.m. For general information call (307)773-2241 and for loan closet information call (307)773-3739.

Household Goods/ Personal Property

The traffic management office’s mission is to expedite delivery of personal property and is located at 7300 Saber Rd., Building 1284. It is imperative to contact TMO as soon as possible after arrival.

“Do-it-yourself” movers should bring all associated travel receipts. In most instances, 90 days temporary storage of household goods is authorized and direct delivery is desirable to minimize handling and damage. Mass outprocessing briefings are given every Tues & Thurs @ 0930/1330 excluding family days & holidays.

Claims

The Staff Judge Advocate’s office no longer adjudicates claims involving damage to household goods occurring during PCS shipment, vandalism, or theft. These claims are now handled at the Claims Center in Kettering, OH. For assistance, please contact DSN: 986-8044 or 1-877-754-1212. The Staff Judge Advocate’s office still provides services for claims involving torts, hospital recovery or the Military Claims Act. Additionally, if you need help processing your household goods claim, you may contact this office. For more information, call (307)773-2256.

Firearms Registration

Firearms are not allowed in transient quarters or dorms. Those staying there must register and store their firearms with the security forces armory in Building 34. Upon arrival, security forces at the gate can provide further storage instructions.

Members living on base are required to register their firearms through their respective unit orderly rooms. For more information call (307)773-3957.

Lodging

Welcome to Crow Creek Inn, where historic brick buildings comprise lodging facilities at Warren. Originally built in the early 1900s, all of the buildings have been remodeled and upgraded to highlight the beauty of the past with the most modern conveniences including pet-friendly rooms.

The Crow Creek Inn reception desk, 7103 Randall Ave., is open 24 hours a day. A business center is located next to the front desk and wireless internet is available in all Crow Creek Inn buildings. A variety of toiletry and sundry items are for sale. There is an indoor playroom and TV room in the Wyoming Inn, Building 241, across from the laundry room. The playroom and living facility playgrounds are for TLF guests only. Be sure to review the in-room guest information book for additional information on policies, services and facilities.

The Space Availability policy for Crow Creek Inn guest reservation November - April is 30 days in advance and from May - October is 24 hours. For more information call (307) 773-1844.

Pet Registration

Only two pets per household are authorized in family housing. Pets must be under control (i.e., leashed or fenced) at all times and must not disturb the peace, become a nuisance or pose a threat to other animals, people or property.

Traditionally wild animals and some aggressive canine breeds are not allowed in base housing. Further restrictions are published in the military family housing “We Care” pamphlet. Dogs, cats and horses must be registered within seven days at the base veterinary clinic and must be current on vaccinations. Sponsorship Notification

Sponsorship is an important part of every military move and provides an understanding of the base and local community to include housing, schools, childcare and employment.

Shortly after receiving an assignment notification, a letter from a sponsor should arrive. If needed, call (307)773-1845 to get assistance in getting a sponsor assigned.

Civilian Personnel

Civilian employees are an important asset to Warren and vital to getting the mission done. The Civilian Personnel Office, located in Building 213, is the hiring authority for about 500 civil service positions at Warren. It also oversees the military spouse preference program for spouses interested in employment on base. Office hours are 7:30 a.m. to 4:30 p.m. weekdays. Recruitment for Warren’s civilian positions is centralized at the Air Force Personnel Center at Randolph AFB, Texas.

Driving on Base

Speed limits on base are 30 miles per hour on all roads and streets unless otherwise posted, 15 mph in all housing areas and streets fronted by housing and 10 mph in all parking lots. Right turns on a red light, after a stop, are legal. When driving on base, be aware of the antelope that may wander onto roads or through parking lots. Cell phone use is not permitted while driving unless using a hands-free device.
